The project called for construction of a casino of 32,000 sq.ft. (3,000 m2)
which could be expanded to 50,000 sq.ft. (4,600 m2) and then abandon when the
casino moved to a new location with the building taking on a new function.

The site was owned by the band but there was a major creek running through it
which was being upgraded to move more water as the property was so low that it
flooded regularly. In addition, there were existing recreational and small
scale retail operating on the property already which had to be accommodated in
the planning and operation of the casino.
